EU Weighs Partial Membership Option for Ukraine Before Full Accession

(MENAFN) The European Union is reportedly examining a new approach that would allow Ukraine to participate in certain EU activities on a provisional basis before completing the full membership process.

According to reports, the proposal—discussed within the European Commission—would let Ukraine engage in selected EU frameworks while continuing necessary reforms for accession.

Informally dubbed "reverse enlargement" by EU officials, the concept departs from the traditional process by granting phased-in rights and responsibilities rather than waiting until full membership is finalized.

"It would be a sort of recalibration of the process — you join and then you get phased in rights and obligations," an EU official familiar with the discussions said.

Media reports suggest that this model could enable Ukraine to gain partial participation as early as next year, with full EU membership potentially targeted for 2027 as part of a broader framework connecting accession to peace and security amid the ongoing war in Ukraine.

European Commission President Ursula von der Leyen previously presented several options to EU governments to address the enlargement deadlock, according to diplomats. Provisional participation was among the proposals, aimed at reinforcing Ukraine’s path toward EU integration despite geopolitical challenges.

Officials indicated that this approach could also extend to other candidate countries, such as Moldova, Albania, and Western Balkan states, where accession talks have been stalled for years.

However, important details remain unresolved, including how provisional participation would impact sensitive policy areas like agriculture, migration, and EU budget access.
